Complaint filed against Public Call for Proposals Notice 05/2017 of the State Government of São Paulo, the purpose of which is the submission, by any interested parties from the Private Sector, of technical studies and an operational structuring model ("Studies") for the Constâncio Vaz Guimarães Sports Complex ("Complex"), located in the State Capital, near Ibirapuera Park, aiming at its economic exploitation through a partnership between the Government of the State of São Paulo ("Public Administration") and the Private Sector, under the modality of an onerous concession (concessão onerosa).
