The urban instruments as effective tools of the National Human Rights Plan

Abstract

Taking for granted that the Brazilian cities are the scene of deep inequalities, urban land management, through planning and more specifically the Master Plan, should be a priority in public administration. The present study demonstrates how urban instruments present in the City Statute are fundamental to the consecration of care to decent and inclusive housing of people with low and very low income.Through these instruments, it is possible requalify urban areas and installing social housing to go along with the owners using their property. The Government therefore assumes the manager role enabling a force rebalancing the dynamics of urban development approaching and realizing the goals of the National Human Rights Plan and the welfare state.
