Inclusive city, childhood, public security, and the right to the city

reflections on Rio de Janeiro’s ‘Operation Summer’

Abstract

The article addressed the inclusive city from the perspective of childhood, public security and the right to the city, in which the operation Verão Carioca was analyzed with the purpose of promoting order on the beaches of the South Zone. The proposal is to verify, from a legal-critical perspective, the limits of state action, based on the concept of the right to the city, which is intrinsically linked to social contradictions, which reconfigures the urban space, subordinating it to logics of commodification and social control. Despite the advances in the legal recognition of children and adolescents as subjects of rights, there is a growing restriction in the access of these groups to public space in practice. The question-problem that guides the research consists of the question of a possible tension between the constitutional guarantees of the protection of children and adolescents, the right to the city and freedom of movement, in the context of public security. The research had a qualitative approach, based on journalistic clippings, documentary, normative and jurisprudential sources, as well as bibliographic research applied to draw the paradoxical performance of the public entity that, under the pretext of guaranteeing public order, built the restriction of the freedom of adolescents to the beaches of the South Zone, disciplining the use of public space.
